LIVINGSTON, Merced County — October 25, 2026. When Livingston residents hear about a new subdivision, zoning change or street project, an important first question is which public body has authority to consider it. The city publishes distinct pages for its Planning Commission and City Council, and they do not make the same decisions.
What does the Planning Commission do?
According to the official Planning Commission page, commissioners interpret city zoning provisions and review such matters as use permits, variances and parcel maps. They also provide recommendations to the Council on rezoning, development agreements, certain site-plan reviews and General Plan amendments. A recommendation is not necessarily a final City Council approval.
The city lists Planning Commission meetings for the second Tuesday of each month at 7 p.m. in the City Council Chambers, 1416 C Street, Livingston, CA 95334. Residents should confirm a specific date, venue and agenda before attending; the standing schedule can change.
What about the City Council?
Livingston describes its government as a council-manager system. The five-member City Council adopts the budget, sets policies and provides legislative direction, while city management administers the organization. The official Council page lists regular meetings on the first and third Tuesday at 7 p.m. in City Hall Council chambers. Special sessions, cancellations and changed venues require their own notices.
Find the actual documents
The city’s Document Library organizes council agendas, agenda packets, minutes and other documents by department and date. The public record should be checked for a specific vote before anyone describes a proposed project, staff recommendation or measure as adopted. One dated meeting packet may contain several alternative resolutions or proposed ordinances; the existence of a draft does not establish passage.
Why residents should track both bodies
For a land-use proposal, documents may first appear with the Planning Commission before proceeding to a Council hearing. Municipal improvements can involve Public Works, Community Development or other departments before they become Council agenda items. Starting with the underlying staff report helps residents distinguish a project application from an approved construction schedule.
Livingston’s municipal address is 1416 C Street, Livingston, CA 95334. You can use the official staff directory to contact the relevant department. Livingston News welcomes independently documented reports and corrections.
